Ms. Kelly Stratton-Feix currently serves as the Director, Acquisition Agility, for the US Special Operations Acquisition, Technology and Logistics Center. She leads aggressive efforts to enable the transition of emerging and game changing technologies and innovative solutions to Special Operations Forces through alternate acquisition pathways such as SOFWERX. These efforts span outreach, collaboration, rapid prototyping and experimentation with non-traditional defense contractors, academia, inter agency partners, government labs, and other entities.

Ms. Stratton-Feix previously served as the Deputy, Program Manager, Undersea Systems Program Office 2012-2016. As such, she managed a portfolio of efforts supporting the United States Special Operations Command (USSOCOM) Undersea Maritime Mobility Plan of approximately $250M. She led cost, schedule and performance activities to develop a Dry Combat Submersible responsible for continuity of this rapid acquisition program from pre Milestone B risk reduction efforts and prototype development through achievement of Congressional and DoD Oversight requirements to from 2012-2016.

Ms. Stratton-Feix previously served as the USSOCOM Technology & Industry Liaison Officer (TILO), and Lead, Director’s Action Group for the USSOCOM Acquisition Executive from 2008 – 2012. She served as the primary contact for USSOCOM to facilitate communications, collaboration and connections of industry capabilities, ideas and solutions to command capability areas of interest, and was the lead manager for the annual Special Operations Industry Conference (SOFIC).

Prior to her assignment at USSOCOM, Ms. Stratton-Feix served the US Army Expeditionary Contracting Command, Wiesbaden Germany, 1995-2000 and 2002-2008, as Division Chief and Contracting Officer with an unlimited contracting officer warrant. Her efforts included acting as Source Selection Authority, Supervisor and Program Manager of $800M annual contract efforts in the European Command (EUCOM), Central Command (CENTCOM) and US Army Europe (USAREUR) Area of Operations (AOR) for theatre –wide, critical services such as Stevedoring, Force Protection, Logistics Support, and Information Management services.

Ms. Stratton-Feix served at the US Army Europe, Principal Assistant Responsible for Contracting, and HQ Contracting Command Europe, Seckenheim, Germany, 1990-1995 as a Staff Officer responsible for conducting procurement management reviews throughout the USAREUR, and was the Command Internal Management Review and Contract Audit Manager.

Ms. Stratton-Feix began her federal service at the Communications Electronics Command (CECOM), PM Night Vision, Ft. Monmouth, NJ as a Contract Specialist.
